uv now installs from lockfile alone, keeping dependency cache layers intact

The latest uv release lets you install dependencies from a uv lockfile alone, without a pyproject.toml. The feature is designed for efficient layer-caching: changes to pyproject.toml no longer invalidate your dependency layers.
