arXiv Rate Limits Submissions to 2 Per Month as AI Slop Overwhelms Moderators

arXiv will now limit researchers to two submissions per calendar month and three active submissions at a time, saying AI has made spamming too easy and its volunteer moderation team is overwhelmed.
Submissions surged from 9,869 in September 2016 to 20,569 in September 2024 and 40,363 in September 2026 — doubling in two years and sextupling in computer science. Editorial advisory council chair Thomas Dietterich said a small proportion of authors submit large volumes of low-quality papers, delaying quality work by days or weeks.
arXiv cites growth in thin papers, salami-sliced papers, and dense AI-written submissions. This extends earlier measures: banning CS review/position papers, requiring endorsements for new authors, and banning AI-slop submitters for a year since May.
