Overflow: a free marketplace to turn wasted weekly AI credits into merged PRs

A developer annoyed that leftover weekly AI usage evaporates at reset built Overflow (MIT, free, no money handled): in spare weeks, claim a priced GitHub issue from a registered repo and earn credit when the PR merges; in dry weeks, price issues in your repo and let others ship them using your credit. Spam defense: price is set after reviewing the work, each review round costs the contributor credit, and payment is only for merged PRs.
