Codex limit reset expiry ignores your timezone — user loses a reset waiting it out

A user found Codex's limit-reset expiration date doesn't adjust to their timezone: they waited until the last moment of an 'October 4th' reset and it vanished. Replies show different users get different UIs, some showing expiry with date, time and timezone.
