Gemini CLI removes redundant VS Code Marketplace update check that slowed extension startup

A merged PR (#29638) in google-gemini/gemini-cli fixes startup sluggishness in the vscode-ide-companion extension by removing the checkForUpdates() call that hit the VS Code Marketplace API on every activation (issue #29555). Since VS Code already auto-updates Marketplace extensions, the in-extension check was redundant. The PR preserves the activate() lifecycle (IDEServer init, port discovery, terminal env var injection), adds a test asserting no network requests on activation, and passes 46/46 tests, type checks, and lint.
