Gary Marcus to Testify at NYC Council Hearing, Pushing FDA-style AI Review

Gary Marcus announced he will testify at the New York City Council's AI policy hearing on Monday at 11am ET, a day after Politico reported Sam Altman saying the world should "accept some bad things happening for the benefits of this technology." Marcus calls contemporary AI "a bull in a china shop," citing tens of thousands of hacking incidents by general-purpose agents, deepfake propaganda and nonconsensual porn, and chatbots implicated in suicides. He advocates an FDA-like regulatory regime requiring AI developers to prove benefits outweigh risks before market access, backs a third-party validation bill and whistleblower protections, and hints OpenAI may have fired whistleblowing employees. With the federal government unwilling to act, he argues NYC could lead globally on AI regulation, as California did on clean energy.
