Amazon (2B) and Cloudflare (9B/27B) ship open-source decision models rivaling Jev

Amazon and Cloudflare have both released open-source decision models similar to TypeSafe's Jev: they pick from user-supplied choices and return probabilities — no generated paragraphs — for tasks like support-ticket routing or agent action approval.
- Amazon Strands Decider: only 2B parameters, runs locally on CPU or GPU; weights, training data and scripts are open-sourced, with 153ms median latency on small tasks on an M3 MacBook.
- Cloudflare Clef: comes in 27B and 9B, supports images, doubles Jev's context to 64K, and is Jev API-compatible. In Cloudflare's own tests, Clef beat Jev on three of four workflow evals, while Clef-flash returned decisions in 39ms vs Jev's 524ms median.
