Reformers exist in academia, but bureaucracy still blocks lab LLM subscriptions

iskander adds that he and Ben have found many people inside the bureaucratic structure who want research to move faster — the system gets a lot done and can be reformed. But it still does bone-headed things like blocking labs from getting subscriptions.
