Users report ChatGPT suddenly slow and lobotomized, responses taking 5-20 minutes

A Reddit user reports that over the past 24 hours ChatGPT has degraded sharply: answers that normally took 20 seconds to 2 minutes now take 5-20 minutes, the model can't follow instructions, forgets context, loops into the same mistakes, and fails at basic bootstrap instructions that worked for two months. Codex is also very slow, taking 2-3 minutes to pick up added prompts. The post questions whether OpenAI quietly downgraded the models or is having service issues.
