Keras to add MLX and PaddlePaddle backends under new pluggable backend plan

François Chollet recapped the Keras community call:
- Pluggable backends: MLX and PaddlePaddle backends are coming, installed as add-on libraries rather than core changes
- Lower backend cost: reducing the ops needed to ship a new backend by adding backend-agnostic implementations of all secondary ops
- Testing: a single harness now covers all op functionality like casting consistency
- KerasHub: many new models added, and preprocessing is moving away from tf-text to PyGrain
