Minneapolis councilmember backs AV safety-monitor mandate because cats are "being murdered"

Minneapolis City Council member Jason Chavez says he supports an ordinance mandating human safety monitors in autonomous rideshare vehicles because cats are "being murdered by these vehicles," with a vote expected soon.
Quoting the report, economist Paul Novosad mocks the tradeoff: saving imaginary cats at the cost of human lives—a sharp illustration of how individual animal incidents distort AV safety regulation.
