DyRAD introduces first off-path evaluation protocol for radar novel view synthesis

Part 5 of the DyRAD thread: prior radar novel view synthesis methods are evaluated only along the driven path. The team introduces the first off-path evaluation for radar NVS, using displaced ground-truth views in simulation and a real-data round-trip protocol.
