arXiv's new rate-limit policy has a maximum matching flaw: 5 authors, 11 papers, only 10 slots

Researchers found a combinatorial hole in arXiv's new submission rate-limit policy. In one construction, 5 researchers co-write a joint STOC submission for every pair (10 papers) plus one paper by all five; each author appears on exactly 5 papers, satisfying the per-author cap — but that's 11 papers against only 10 arXiv slots, and no assignment of submitters works. Gautam Kamath quipped that only experts in maximum matching problems will optimally navigate the new policy.
