Google clarifies Gemini TTS voice policy: custom voices only removed after one year of non-use

Google issued a PSA clarifying Gemini 3.8 TTS policy for developers who create custom voices:
- Created/saved voices will not be discontinued or removed simply one year after creation;
- Voices are only removed after one full year of non-use for synthesis, with a timer that resets on every use;
