Codex users hit imagegen skill installed but image_gen tool unavailable

A Codex user on Windows reports that despite the imagegen skill being installed and readable, the CLI reporting imagegeneration as stable and true, and being signed in with ChatGPT, the assistant says it cannot access the built-in imagegen tool in both the desktop app and CLI.
They tried explicitly invoking $imagegen, fully restarting the desktop app and starting a new chat, with no luck. OpenAI's docs describe built-in image generation as covered by Codex usage limits, which the user prefers over separately billed API generation; they suspect an account rollout or version requirement issue.
