PyTorch 2.14 is the last release with Python 3.10 wheels; minimum moves to 3.11

- PyTorch 2.14 is the last release shipping Python 3.10 wheels.
- 2.15 branches October 5 and goes GA October 28 — the same week Python 3.10 hits end of life; the minimum becomes Python 3.11 from then on.
- Nightlies have already dropped 3.10; released 2.14 binaries remain available as a bridge.
- Practical advice: move your environment to 3.11+ while the upgrade is still boring — frameworks change on a schedule, your install should too.
