ReviewerBase proposes a shared reviewer pool with a credit system to fix peer review under AI slop

With submissions surging and AI making low-quality papers easy to mass-produce, peer review is under strain — ICLR's 2027 policies already target AI-generated submissions. A new nonprofit proposal called ReviewerBase (still a concept) aims to fix this:
- Shared reviewer database: one common pool across journals and conferences, tracking expertise and availability, with review requests routed through the platform so venues never hold reviewer emails
- Optional credit system: earn credits for completed reviews, spend them on submissions; credits count equally across participating venues, each setting its own requirements
- Goal: attach costs to submissions, reward reviewing, and filter out low-quality output
