Per the Financial Times, Tencent has leased about 100,000 advanced AI chips from Oracle over 5 years, worth roughly $7B — near $14K per chip per year. The chips sit across several Oracle data centers in Southeast Asia and are unavailable inside China. Such leases sidestep US export controls, which govern where physical chips go, not who rents computing power from abroad.
