Microsoft ships WSL 3.0: WSL containers goes GA, run Linux containers with GPU passthrough without Docker

Microsoft released WSL 3.0, promoting WSL containers to general availability after three months of preview. WSL itself now acts as a container engine, letting Windows users build and run Linux containers without installing Docker.
- wslc CLI: build/run/deploy commands plus new container restart, cp, system info, network connect/disconnect, events, health checks, --stop-timeout/--mount support, per-drive storage locations, and a container.exe alias.
- WSL containers API: shipped as the Microsoft.WSL.Containers NuGet package for C/C++/C#, supporting file/network mounts, GPU access, and stdio.
- Enterprise: new Intune policies for container access and registry allowlists; Defender for Endpoint's WSL plugin now covers container processes.
- For local LLM users, wslc alone provides Linux containers with GPU passthrough, drastically simplifying setup.
