Bank of England Governor Andrew Bailey, in his first-ever Substack article, argued that regulating AI "is not the right place to start." While calling AI risks "real and increasingly significant," he said development should not be halted — "the benefits are immense" — and instead urged rigorous testing to find vulnerabilities and build safeguards first.
His stance contrasts with calls from Anthropic and OpenAI leaders to slow development and coordinate internationally, and comes as Trump hosted AI executives who signed a "morally binding" document on AI risk.
