Copilot CLI 1.0.89 shows spurious Not authenticated error due to startup race

Since version 1.0.89, GitHub Copilot CLI prints Failed to read model provider attribution: Error: Not authenticated twice at every new interactive session. The reporter traced it to a startup race: the new model-picker and model-provider-labels code calls model.list() before authentication finishes.
- Session events show the errors 0.3s after session.start, with sign-in completing 3s later; chat and model calls work normally
- The code path doesn't exist in 1.0.85–1.0.88
- Reproducible on macOS x8664 using COPILOTGITHUBTOKEN auth
- Expected fix: load provider attribution after auth completes or retry once signed in; impact appears cosmetic
