Always-on agents need safety rules that work in both cloud and local

A practitioner highlights a gap in always-on agent setups: the agent runs on a cloud computer while the user keeps a local machine, but the 'do-not' rules live on only one side. Rules confined to the cloud console can't be enforced from the laptop, and local habits don't constrain the cloud agent running 24/7.
