Claude Code 2.1.285 ships 136 CLI changes, adds WebFetch kill switch

Claude Code CLI 2.1.285 is out with 136 changes. Highlights: claude --desktop opens the desktop app in the current directory or resumes a session; CLAUDECODEDISABLEWEBFETCH disables WebFetch to stop automatic web fetches; a new allowedProviders managed setting restricts which API providers (Anthropic API, Bedrock, Vertex AI, Foundry, gateways, etc.) a machine may use. Also adds plugin config at install time via <server>.<key>=<value>, a claude plugin configure command, and a retry cap for non-streaming requests.
