Claude Code v2.1.285 adds WebFetch disable flag, desktop app handoff and plugin config

Anthropic shipped Claude Code v2.1.285. Highlights:
- New CLAUDECODEDISABLEWEBFETCH env var to disable WebFetch; claude --desktop opens the Claude desktop app on the current directory or a resumed session
- Plugin improvements: claude plugin configure shows a plugin's options; claude plugin install --config can now set a bundled .mcpb MCP server's settings at install time
- New allowedProviders managed setting to restrict which API providers a machine may use (Anthropic API, Bedrock, Vertex AI, etc.)
- Fixes: subagent Agent calls run in foreground, plugin installs over SSH respect GITSSH, cloud sessions no longer refuse artifact updates after compaction, Remote Control attachments retry failed downloads
