Developer abdushbag's team burned 43k GitHub Actions minutes monthly, mostly waste, so he built a Claude skill: npx skills add enesgules/dotfiles --skill optimise-github-actions. It reads billed vs wall-clock time for every workflow/job via the GitHub API, finds waste, and rewrites workflows without dropping important checks. Typical waste it targets: re-running suites on main that already passed on PRs, path filters matching every PR, missing caches, draft pushes, Docker builds, Windows/macOS billing multipliers, hung jobs. Key insight: most CI waste lives between billed and wall-clock time.
