gemini-cli PR enables /skill-name activation in non-interactive mode

PR #29546 on google-gemini/gemini-cli registers SkillCommandLoader in the non-interactive command path and handles tool action results, so /skill-name activates skills outside the interactive UI instead of throwing FatalInputError. It also adds a [Skill] suffix tag in autocomplete suggestions, mirroring [MCP] and [Agent], with new unit tests.
