Google image gen's copyright guardrail blocks clean prompts, then passes on retry

A Reddit user reports occasionally getting "I can't generate the image you requested right now due to interests of third-party content providers" from Google's image generation tool.
Google says the message means the prompt resembles copyrighted characters, brands, or protected IP — but the user's prompts contain none of that, and resubmitting the identical prompt succeeds. The copyright guardrail appears to be over-blocking with inconsistent behavior.
