The Law of Defined Teleology: governing AI agents starts with purpose, not guardrails

The author proposes the 'Law of Defined Teleology': to govern a system you must first define its purpose. You can give an AI agent rules, permissions and guardrails, but without defining what it's meant to accomplish you're just building fences, not governing. Governance must answer not just 'what can't you do?' but 'what are you here to do?'
