gemini-cli fix: valid free accounts got bogus "no valid license" error on onboarding

PR #29535 in google-gemini/gemini-cli fixes an auth bug: when the Code Assist API returns allowed onboarding tiers without marking a default, the CLI fell back to the legacy tier, making valid personal/free accounts see "You do not have a valid license of this product". The fix uses the first allowed tier when no default is marked, keeps the legacy fallback only when no tiers are returned, and adds regression tests.
