User pays $60 in Codex credits after lockout prompt, still blocked — and OpenAI can't explain where the credits went

- A Codex/Work user hit a usage limit; the UI said "Add credits to keep going now" — so he bought 3 × $20 = $60 in credits, all confirmed paid.
- He was still blocked immediately. Support later said the real blocker was a weekly hard limit that purchased credits cannot override — contradicting the purchase prompt that caused the spend.
- Support claims the credits were fully consumed, yet his Usage Analytics shows only 45.5% period usage, "Credits used: 0" on every chat, and one chat showing 274.69% of weekly limit with zero credits used.
- Support admits it can't see the detailed ledger or explain what consumed the credits — but uses "credits consumed" to deny the refund. The advertised "instant reset" purchase option is nowhere to be found.
