Investigation: Italian cyberweapons firm Dataflow is deeply tied to Israel's intelligence elite

An IrpiMedia investigation maps how Dataflow Security, an Italian company founded in 2019 by then-22-year-old hacker Luca Todesco, rose in the multimillion-euro market for high-value exploits — including zero-click tools to break into computers and smartphones — selling to governments, intelligence agencies and spyware vendors.
Key findings:
- Eyal Tsir Cohen, a former senior Mossad official shortlisted in 2025 to lead Shin Bet, has headed Dataflow's two Israeli subsidiaries since the end of 2025.
