Codex Desktop on Windows hangs at startup spinner until app-server codex.exe is killed

Issue #48333 on openai/codex reports that Codex Desktop 26.924.1866.0 on Windows stays on an indefinite startup spinner. Logs show the bundled MCP server codexapp times out (awaiting tools/list after 10s) while the codex.exe app-server child process keeps running.
- Workaround: killing only the codex.exe process in Task Manager lets the UI proceed and chats appear, but it recurs on every restart
- Repair/reset, reinstall, fresh .codex profile, removing config.toml, regenerating logs2.sqlite, and changing sandbox mode all failed to fix it
