Developer Conny, while building a coding harness, traced a likely root cause: a delay between cache write and cache availability, which grows longer at peak hours and inflates quota consumption 3-4x. Since it's server-side, all coding agents and harnesses are affected equally; working off-peak is the only workaround until OpenAI fixes it.
