OpenAI resets usage limits for all paid users after Codex outage

OpenAI's Codex lead Thibault Sottiaux announced the service is back online after a brief disruption, and that usage limits will be reset for all paid users across Codex and ChatGPT as compensation. He also joked the team keeps a "spare Codex" on hand for when the service goes down.
