PR to gemini-cli unifies policy redirection gates, path validation, and CI workflow parsing

A developer opened a size/l pull request against google-gemini/gemini-cli with several consistency fixes:
- CI workflows: the four automated issue triage/dedup workflows now parse structured summary outputs directly instead of shelling out to echo / gh issue view.
- Policy engine: allowRedirection handling for restricted argsPattern rules is enforced consistently; nonInteractive ASKUSER decisions convert to DENY across all safety evaluation paths.
- Untrusted context: external MCP resources and web search outputs now wrap consistently with web-fetch formatting standards.
- Path/file utilities: expanded path validation for env config variants and workspace dirs, plus device/inode consistency checks in fileUtils buffer reads.
