Sanders/Casar 'Ban ASI Act of 2026' proposes federal AI dept and training pause above 10^25 ops

US lawmakers Sanders and Casar introduced the 'Ban Artificial Superintelligence Act of 2026'. Safety researcher Stephen Casper read the bill: it would create a federal Department of AI and pause development of models trained with more than 10^25 ops until the department is operational. Casper says he wouldn't pass the bill in its current form but likes parts of it, adding that action this decisive may be humanity's best chance at avoiding catastrophic/existential risks.
