Stanford HAI policy brief: world models break today's language-era AI governance

Stanford HAI released a policy brief arguing that today's AI policy was built for systems that talk — and governance frameworks can't keep up with AI that can see, navigate, and act in the physical world. World models, which build and maintain working representations of real environments to predict how they change in response to action, raise governance challenges that language-focused AI policy fails to address.
The brief examines how world models could transform infrastructure planning, crisis response, scientific experimentation, and embodied AI. A related seminar, "The World Model and Spatial Intelligence Era: Governing AI Beyond Language," is scheduled for September 30 with speakers including Jiajun Wu, Daniel Zhang, Caroline Meinhardt, and Russell Wald.
