Matt Pocock's skills repo hits v1.3: implement-spec, pr and retro graduate from in-progress

Well-known TypeScript educator Matt Pocock opened the v1.3 release PR for his popular skills repo, graduating three skills from in-progress to official engineering status: implement-spec (parallel spec-based implementation, reworked first), pr (PR-body close-out), and retro (retrospectives). The resolving-merge-conflicts skill is retired, with its docs kept but archived. The update also touches the top-level and engineering READMEs, plugin., and the ask-matt router, which now routes implement-spec as the parallel alternative to per-ticket implement. The repo is a widely used collection of Claude Code skills, and the release reflects ongoing iteration on coding-agent workflow best practices.
