A NYT/Siena survey of 1,503 likely voters found 61% oppose building data centers for AI, yet a Morning Consult poll showed 57% prefer development with transparency, community input and electric-bill protections — only 23% want a moratorium. Virginia Gov. Spanberger's Sept 18 executive order and NJ Gov. Sherrill's approach (no bans, no NDAs, no subsidies, prioritize local construction jobs) are held up as a model for 2028 Democrats. Hoffman: communities living alongside data centers for decades should decide whether and on what terms they get built.
