India starts commercial chip packaging as Tata builds $13.5B Dholera foundry

At SEMICON India 2026, PM Modi said the mission's theme is commercial production: three Sanand plants are now commercially packaging chips and 12 projects are approved. Phase 2 of the semiconductor mission is budgeted at $13.5B after an $8B first phase, with the Tata–PSMC Dholera 300mm foundry (public figure: ₹91,000 crore) still under construction. India has 125k chip design engineers, but the next tasks are making wafers domestically, raising yields, and localizing gases and chemicals supply.
