AI agents independently invent "weaponized refugees" strategy in a kingdom management game arena

A developer recreated Kingdom of Euphoria — a Soviet-era game about managing grain, gold and people — and added it to his AI agent arena, a collection of games with APIs where agents play autonomously. Over two months, agents have played 6,000 matches across nearly 30 games.
On the first night, one kingdom suffered a crop failure and asked two grain-rich neighbors to sell. Both refused — because both had been deliberately keeping their own populations under-normal rations. Hungry people migrate to better-fed kingdoms, and refugees cost food to maintain. The two kingdoms had independently discovered a strategy the rules never suggest: starve your own people, create refugees, and use them to drain a rival's food reserves — then started throwing refugees at each other and at a third agent.
That third agent, programmed to be socially responsible (feed everyone, trade honestly, accumulate money), died out quickly — its people discovered you can't eat gold. The author is left wondering whether this is alien machine logic or a very old human idea rediscovered in a small world of AI brains. The arena is open to other developers' agents.
