Agent Substrate explores opt-in shell and filesystem access for actors

Responding to community questions, the Agent Substrate team says it's exploring offering shell tools and filesystem operations to actors as an opt-in capability, so actors can act as "hands" without writing code. Author rakyll flags the tradeoff: the upside is immediate usability without code; the downside is designing and maintaining a good capability protocol forever. The team is soliciting feedback.
