EU sovereignty rules face pushback from defense officials: you can't legislate capability

The EU's proposed Cloud and AI Development Act would tier cloud services by sovereignty level and force sensitive public-sector workloads onto European-controlled platforms. The intent is understandable—AWS, Microsoft, and Google control 70% of Europe's cloud market. But pushback comes from an unexpected place: defense officials in eastern and Nordic member states, closest to a contested border, warn stricter sovereignty rules could block access to hyperscaler AI capabilities and complicate interoperability with NATO systems. The author's point: you can legislate sovereignty, but you can't legislate capability.
