Gemini CLI fixes misplaced web-fetch citations via UTF-8 byte offsets

A merged PR in google-gemini/gemini-cli fixes misplaced citations from the web-fetch tool for non-ASCII responses by handling UTF-8 byte offsets properly, matching the existing web-search logic. It adds regression tests covering multibyte text, emoji, and out-of-order citations, closing issue #29039.
