Foundation Capital: enterprise agents need identity, boundaries — and the web rebuilt for machines

Foundation Capital's Joanne Chen argues agentic infrastructure needs four controls before enterprises adopt it. Every agent needs an identity plus a record of delegated authority (which task, how long) — otherwise thousands of short-lived agents acting in parallel stall on human checks. Each agent also needs enforced boundaries, since prompts alone let agents drift into unauthorized data. Her team also launched MachineView, which scores how agent-readable any website is (0-100): 20 top VC sites median 69, only two shipped valid llms.txt; frontier AI companies median 77. She predicts the web will split into a visual interface for humans and a structured one for agents (llms.txt, Chrome's WebMCP).
