ChatGPT skill sync between Chat and Work broken, users suspect dark UX to burn usage

Developer jdjohnson found ChatGPT no longer syncs skills across Chat and Work: selecting a skill now defaults to Work, and switching back to Chat makes the highlight vanish as if unusable — yet pressing enter still runs it. He calls it a dark UX pattern nudging users to burn Work usage even when they don't need agentic mode.
