ICML 2027 chair asks for ideas; scholar proposes 5 fixes for submission explosion

ICML 2027 Program Chair Andrew Glove publicly asked for suggestions to handle exploding AI paper submissions and reviewing strain. Researcher Mirco Musolesi proposed five concrete reforms:
- Cap submissions: limit each author to N submissions across NeurIPS/ICML/ICLR (and possibly JMLR/TMLR), with TMLR-style weighting, forcing self-selection of mature work and killing quantity-based mechanisms
- Simplify review forms: return to a single box for author comments plus one for confidential notes to reviewers/ACs/SACs/chairs, with at most 1-2 flags for ethics issues
- Reviewer/AC desk-rejection confirmed by the AC or SAC, as some ACM venues use
- Radically simplify the rebuttal process
- Further measures if the cap alone proves insufficient
The core logic: replace reviewer-pool scaling with quantity constraints on authors.
