RL researcher MarlosCMachado responded with a concrete proposal: set the ICML deadline one week before the ICLR notification date. His argument: if NeurIPS, ICML and ICLR dates fall out of sync, every researcher faces a painful choice between submitting now and missing the next deadline, or waiting four months for a better version; better alignment would ease the crunch.
