Nordic institute report: EU AI sovereignty means being indispensable, not self-sufficient

The Nordic AI Institute's Signal No. 12 report argues Europe should win the deployment race rather than replicate the US/Chinese frontier stack. Only 1 in 5 EU enterprises had adopted AI in 2025 — headroom, not failure. Sovereignty is defined as the ability to choose, govern, audit, switch and scale AI without unacceptable dependency, targeting competitive interdependence: building capabilities others can't route around. Data residency is necessary but insufficient; jurisdiction, auditability, portability and provider optionality must be locked in at procurement, where choices stick for a decade.
