gemini-cli PR fixes silent remapping of explicit versioned model IDs

PR #29422 for google-gemini/gemini-cli fixes core model resolution so explicitly versioned model IDs like gemini-3-pro-preview and gemini-2.5-flash are preserved instead of being silently remapped during rollout promotions. This keeps --model pinning accurate and fixes Vertex AI failures where 3.5 Flash was inaccessible. The change separates preview models from alias promotion logic, removes rollout promotion contexts for concrete versions, fixes condition ordering in classifierIdResolutions.flash, and adds unit tests covering all flag combinations. Includes full validation commands and expected resolveModel outputs; fixes issues #29417 and #29213.
